Abstract

The digitalisation of public services intensifies the demand for identity models that are more secure, portable and centred on the citizen. This work proposes that the Civil Registry of Natural Persons, which holds the foundational identity of the citizen, take on that role in the digital realm by issuing Verifiable Credentials. The paper presents the technical foundations of these credentials, analyses the Brazilian digital identity landscape and discusses the main challenges to their adoption.
